There's absolutely no southern accent where I come from. Not even a french accent - nor a Spanish one. It's Israeli. It sounds like someone struggling to distinguish any difference between long and short vowels in the English language, in combination with elusive R-s,L-s and a few other letters too.
Yet my elder daughter moved when she was 1 and half year old. She doesn't really know Hebrew, despite hearing me speak it all her life. Her latest fun - is pretending to talk in an Israeli accent. To which I say, I'd be fine with it - if she'd actually try and learn some Hebrew....
Will the Yankee call it dumb? ;-)
